Choi Jina got nervous. That's because Empress Ak had called her secretly to her place. A few years ago, after 20 years' regency by the empress Dowager had ended, the emperor declared his rule, but the empress Dowager was still holding power. The bureaucrats in the Royal Court were still reporting national matters to the empress Dowager and obeyed her rather than a dummy emperor who only indulged himself in parties and pleasure.
Over the partition, Empress Ak's voice was heard. "I heard that you are investigating Phantom Herb smuggling in Gunwon City. You are doing a great service to us as the Inspector Chief." Choi Jina responded very politely. The empress started talking solemnly, "The reason I have called you here is because..."

- I'm fine.
- "If you say so. If you can see straight and still fight, you're probably on the mend. How did you manage to find me?"
- I spoke with Sojun.
- "Sojun managed to escape? Good. When the Cultists found my badge with a false identity, they turned on us. I should have been more vigilant, but I can't leave now. The Tyrian Cult is brokering a deal with the Yonkai Brigade. I must gather whatever intelligence I can. Yonkai would never broker a deal without getting something in writing. If we can obtain some sort of written record, I will have all the evidence I need to prosecute the cult. (Honor must always outweigh fear.)"
